Do they work on non-Death Knight toons?
No. I know this because when I was leveling my DK as DW Frost, I decided to give it the BoA Vrykul Axe one can get from Archaeology (yes, I know it gave Agility instead of strength, but that damage was insane for the level requirement). After I was done with it, I sent it back to my main and it arrived with no Runeforge on it. So no, DK runes on BoA weapons won't last for other characters.
