What is it?

More to the point WHERE is it?

I keep hearing folks say to use it if you have it so you can cast Death Coil on yourself.

I'm kinda newb, so plz be gentle with your comments. :D

2nd tier frost tree. You'll be able to access it in about 10 levels.
You spec into Lichborne in the frost tree, Glyph of Death Coil, and make a /target self macro that spams deathcoil when lichborne is off c/d.
